Arctostaphylos uva ursi 'Massachusetts'

Some folks discount this Oregon native as "too common," but it is used frequently by commercial landscapers for a reason. Massachusetts Kinnikinnik is extremely tough, drought tolerant once established, and attractive year-round with pink flowers in the spring, red berries in the fall, and bronze-colored foliage when the temps drop. Deer aren't especially fond of it, and this low grower does well for covering hillsides. Planted at the top of retaining walls, Kinnikinnik will gradually cascade over the walls. Not the fastest grower, it works well as a foundation plant in year-round container planters for several years before needing to be moved to larger quarters.
